No, if you have fine or light brown hair it doesn't matter as they shave ur hairs b4 treatment cuz they dont want no hair on the face while doing laser as that then burns the skin, cuz they burn the hair follicle which burns the hair n if the hair is long it drops on ur skin burning or leaving a scar, which do go away, though but a while.
Also very light skinned white ppl. don't get burned compared to dark skinned ppl. bcuz the laser acts like sunlight attracting and darkening more the dark skinned ppl. which leaves dark spots sometimes when high frequency of laser is used. But ur laser specialist gives u something to put on or ask u to buy it which helps a lot and scars or dark spots totally go away.
And I don't live in WA. DC so I don't know any good places but you should visit more then a few places to compare pricing and the way they perform their treatment. Nowadays, every place perform a small test area to tell you how its like on ur first consultation.
I think they should take $70 to $80 cuz almost every place here where i live takes almost $300 for sideburns and chin.

well i was watching the today show %26amp; they have a tool you can put over the removal-laser so it doesn't hurt... %26amp; $100 doesn't sound bad.... last time i heard it was like $2 a hair.
